This summary consolidates the documented evidence specific to the Dallas Police Department's jurisdictional responsibility in the disappearance of Chalice Angel Welch. Although the initial missing person report was filed with the Irving Police Department, the entirety of the post-event evidentiary trail — including the last confirmed sighting, the final GPS ping, and the confirmed destruction of the subject's mobile device — occurred within Dallas city limits.

Timing establishes post-surveillance movement: the subject's device was moved approximately one mile within a 38-minute window before being rendered inoperable.
The carrier has documented intentional tampering inconsistent with battery drain, disablement by the subject, or routine device failure.
III. Applicable Texas Statutory Authority
Texas Code of Criminal Procedure Article 2A.051 sets out general peace-officer duties, including preserving the peace within the officer's jurisdiction using lawful means and performing the other duties identified in that article. AIDBIPOC therefore requests that Dallas PD explain its jurisdictional assessment, whether the Dallas-located evidence was evaluated, and how it coordinated with Irving PD.
The Coordinated Law Enforcement Adult Rescue (CLEAR) Alert was established to notify the public of endangered adults when two threshold criteria are met: (1) a credible threat to the individual's health or safety exists, and (2) sufficient identifying information exists to justify issuance of an alert.
Based on the evidence documented in Section II above — last confirmed sighting within Dallas city limits, phone destruction one mile from that sighting, eyewitness accounts of incapacitation in the hours preceding, and the existence of trafficking-platform postings bearing the subject's likeness — AIDBIPOC requests that Dallas PD evaluate whether these documented facts satisfy both statutory criteria and, if a CLEAR Alert was not issued, provide a written explanation of the basis for that determination.
Under Art. 63.009(a)(3), law enforcement agencies are required to enter missing person reports into the National Crime Information Center (NCIC) database not later than two hours after receiving a report. Under Art. 63.009(b), agencies are required to supplement the record with any additional information obtained after the initial report, including information that becomes available through subsequent investigation. AIDBIPOC requests confirmation that Dallas PD has complied with its duties under these provisions with respect to any records it holds related to Chalice Angel Welch, and that any evidence within Dallas PD's jurisdiction has been entered into or cross-referenced against the NCIC record.
IV. Federal Nexus
While the primary purpose of this exhibit is to establish Dallas PD's state-level jurisdictional authority, the documented evidence additionally crosses thresholds relevant to federal trafficking statutes. A parallel demand letter and corresponding exhibit are being submitted concurrently to the FBI Dallas Field Office under 18 U.S.C. § 1591 and § 2421. Dallas PD's coordination with federal partners is formally requested and documented as part of the overall advocacy record.

Based on the documented evidence above, AIDBIPOC asserts that the documented facts provide a basis for the Dallas Police Department to (1) evaluate whether an independent missing-persons investigation is warranted under its jurisdictional authority, (2) confirm whether a CLEAR Alert evaluation was conducted and document the outcome of that evaluation, and (3) coordinate formally with Irving PD, the FBI Dallas Field Office, and the Texas Department of Public Safety to consolidate the investigative record.
The reported absence of a Dallas PD case opening and the absence of a documented CLEAR Alert evaluation raise questions about jurisdictional assessment and interagency coordination. AIDBIPOC therefore requests that Dallas PD explain whether the Dallas-located evidence was evaluated, how responsibility was coordinated with Irving PD, and whether CLEAR Alert eligibility was considered during the applicable historical window.
VI. Requested Dallas PD Response
AIDBIPOC respectfully requests that Dallas PD provide, within the ten (10) business day confirmed-receipt response window established in the attached demand letter:
(1) Written confirmation that an independent Dallas PD investigation has been opened, or a written explanation for the decision not to do so;
(2) A written statement addressing the CLEAR Alert evaluation, including which statutory criteria were found not to be met and on what evidentiary basis;
(3) Confirmation that the documented Dallas-jurisdiction evidence summarized in Section II above has been preserved and secured as part of any record the Department maintains related to this matter; and
(4) Confirmation of coordination status with Irving PD, the FBI Dallas Field Office, and the Texas Department of Public Safety.
