Mailing update — July 31, 2026: AIDBIPOC mailed formal packets to the Irving Police Department, Dallas Police Department, FBI Dallas Field Office, and the Texas Department of Public Safety Missing Persons Clearinghouse. USPS accepted all four packets on July 31, 2026.

The Irving, Dallas, and FBI packets were sent by Priority Mail with USPS Tracking. The Texas DPS Missing Persons Clearinghouse courtesy packet was sent by USPS Ground Advantage with tracking.

All four packets were delivered August 3, 2026, per USPS tracking. USPS acceptance and tracking records are retained by AIDBIPOC. The 10-business-day response period runs through Monday, August 17, 2026.

Escort advertisements bearing the subject's likeness appeared on known trafficking-associated platforms both before and after the subject's disappearance — a pattern consistent with the commercial advertising of victims by traffickers.

Cross-State Phone Network

Phone numbers linked to the trafficking-platform postings have been traced to an individual in Roswell, Georgia, establishing the multi-state network element relevant to federal jurisdiction under § 1591(a)(1) ("in or affecting interstate or foreign commerce").

Pre-Disappearance Targeting

A documented, coordinated year-long effort to pressure the subject to relocate to Dallas preceded her disappearance — coinciding with the first appearance of trafficking-platform advertisements using her likeness. This temporal coincidence is consistent with trafficker-victim recruitment and isolation patterns.

Incapacitation Evidence

Multiple eyewitnesses reported the subject appeared heavily intoxicated and was physically assisted into a vehicle when departing the Embassy Suites gathering of February 2, 2024. Incapacitation evidence is probative of the "force, fraud, or coercion" element under § 1591(a)(2).

III. Applicable Federal Programmatic Frameworks

FBI Human Trafficking Program — Child Exploitation and Human Trafficking Task Force Infrastructure

The FBI maintains a broad human-trafficking program, including its Child Exploitation and Human Trafficking Task Force infrastructure, which addresses trafficking cases involving both adult and minor victims and operates through multi-agency coordination across jurisdictional lines. AIDBIPOC does not assert that this framework requires the Bureau to accept or investigate this case. AIDBIPOC requests that the documented indicators be assessed under applicable federal frameworks to determine whether a federal inquiry, investigation, referral, or other coordinated response is warranted.

Regional Context

Texas authorities recognize that human trafficking occurs throughout the state and that available data do not capture its full prevalence. AIDBIPOC does not offer regional prevalence as proof of trafficking in this case. Its request rests on the specific documented indicators submitted for agency assessment.

IV. Finding & Formal Submission

AIDBIPOC Formal Submission

Based on the documented indicators above, AIDBIPOC submits that this case presents indicators warranting formal evaluation under 18 U.S.C. § 1591 and § 2421, and that the case profile is consistent with matters for which the FBI’s human-trafficking program infrastructure and Child Exploitation and Human Trafficking Task Force were established.

AIDBIPOC respectfully requests that the FBI Dallas Field Office evaluate whether federal assessment is appropriate in this matter and provide a written response within the confirmed-receipt response window established in the attached Request letter.

V. Requested FBI Response

AIDBIPOC respectfully requests that the FBI Dallas Field Office provide, within the ten (10) business day confirmed-receipt response window established in the attached Request letter:

(1) Written confirmation of whether a federal preliminary inquiry has been opened, or a written statement of the Bureau's position if not;

(2) Written confirmation of whether any referral has been received from Irving PD or Dallas PD, and the disposition of any such referral;

(3) Written confirmation of whether the documented trafficking-platform advertisements and the cross-state phone number network traced to Roswell, Georgia have been evaluated by Bureau personnel; and

(4) Written confirmation of coordination status with Irving PD, Dallas PD, Texas DPS, and any other federal partners relevant to a case of this multi-jurisdictional profile.
